In that sense, the money they are paying in will never be theirs, nor will there be much left for them when they retire. Today's workers do not have any such guarantee from the government, and as such need to reconfigure the program as necessary.&lt;br/&gt;&lt;br/&gt;In the end, if you consider the program to be in the vein of a national retirement pension program, then all money deposited belongs to the depositor.
